بعد فشلِ محاولاتِ الاتفاق على منع توسيع الناتو ومواصلةِ عمليات الإبادة الجماعية في الدونباس, بوتين يتخذ قرارَ الشروع في عمليةٍ عسكريةٍ محدودة في أوكرانيا, حمايةً للأمن القومي الروسي ولوضع حدٍ للمجازر والاضطهاد الممارس بحق مواطني جمهوريتي دانيتسك ولوغانسك الشعبيتين شرقي أوكرانيا.

قولٌ واحد صريحٌ وفاصل, حسمه الرئيسُ الروسي والقائد ُ الأعلى للقوات الروسية فلاديمير بوتين وأخرجه إلى حيز التنفيذ دون تردد : ” سنحمي أمنَنا القومي وسنضع حداً للمجازر والاضطهاد الممارس بحق اشقائنا في إقليم الدونباس”.وذلك من خلال قراره, الذي اعلنه فجر الخميس , ال 24 من شباط بإطلاق عملية عسكرية خاصة لحماية إقليم الدونباس في جنوب شرق أوكرانيا.
هذا وقد أكد بوتين في كلمته الموجهة للشعب الروسي : ” إن الظروف الراهنة تتطلب منا إجراءات حاسمة وفورية, جمهوريتا الدونباس الشعبيتان وجهتا لروسيا طلبا بالمساعدة لذلك ووفقا للمادة 51 من الجزء السابع من ميثاق الأمم المتحدة وبناءً على موافقة مجلس الاتحاد الروسي والتزاما بمعاهدة الصداقة والدعم المتبادل مع جمهوريتي دونيتسك ولوغانسك الشعبيتين اتخذتُ قرارا بتنفيذ عمليةٍ عسكرية خاصة تهدف إلى حماية الناس”.
وقال بوتين في كلمته المتلفزة إن هدف روسيا يتلخص في حماية الأشخاص الذين تعرضوا على مدى ثماني سنوات للاضطهاد والإبادة الجماعية من قبل نظام كييف. وأضاف أن روسيا ستسعى جاهدةً لنزع السلاح ومنع التعصب القومي في أوكرانيا, كما تقديم أولئك الذين ارتكبوا العديد من الجرائم الدموية ضد المدنيين بمن فيهم مواطنو روسيا الاتحادية, إلى العدالة.
وأكد بوتين أنه لا توجد خطط لدى روسيا لاحتلال أوكرانيا. وليست التحركات مرتبطة بالتعدي على مصالح أوكرانيا ” إنما لحماية نفسها من أولئك الذين احتجزو أوكرانيا رهينة”.
هذا ودعا بوتين الجنودَ الوكرانيين لإلقاء أسلحتهم على الفور والعودةِ إلى ديارهم.وقال: ” ينبغي الا يساور احد الشك في أن الهجوم المباشر على روسيا سيؤدي لعواقب وخيمة على المعتدي المحتمل.
وشدد الرئيس الروسي على أن روسيا لن تسمح لأوكرانيا بامتلاك أسلحةٍ نووية, وأنه لا يمكن لروسيا أن تشعر بالأمان وتستمر في الوجود والتطور في ظل تهديدٍ دائمٍ من جانب أوكرانيا.
وأضاف بوتين “إن محاولات روسيا الاتفاق على عدم توسيع الناتو باءت بالفشل وإن الوضع بشأن توسع الحلف اصبح اكثر خطورةً ولم يعد بإمكاننا الصمت, ” مضيفا ” لا يمكن أن يشاهد المرء ُدون رحمة الإبادةَ الجماعية الجارية في الدونباس” .
ال-23 من فبراير تاريخٌ استثنائيٌ يحمل في خباياه المعاني الحقيقية ” لحماة الوطن” منذ عام 1918 وحتى اليوم
ال-23 من فبراير, ليس تاريخا عاديا في روسيا, فهو يومٌ تاريخيٌ استثنائيٌ بامتياز, كان ذلك عام 1918 وهو كذلك اليوم, ففيه يُحيي الشعب الروسي كلَ عام, ذكرى انتصاراته وأمجاده وتكريما لضحاياه الذين سقطوا دفاعا عن الوطن.
” يومُ حماة الوطن” يحل هذا العام في ظل ظروفٍ استثنائية تاريخية, تتشكل خلالها خارطةٌ سياسيةٌ جديدة للعالم جغرافيا ومعنويا, بالنظر للأحداث الجارية على الحدود الروسية ، وعشيةَ الخطاب التاريخي للرئيس فلاديمير بوتين ومن ثم كلمته الموجهة للشعب الروسي, حيث أعلن خلال الخطاب الهام عن اعتراف روسيا باستقلال جمهوريتي لوغانسك ودونيتسك٠٠وغداته فجر ال 24 من فبراير أعلن بوتين عن قراره إطلاقَ عملية عسكرية خاصة لحماية إقليم الدونباس في جنوب شرق أوكرانيا.

في شخص بوتين وكيفية إدارته للأزمة عِبَرٌ في قيادة وزعامة الدول ودروسٌ في الوطنية الحقيقية
لا يشبه بوتين بشخصِه ونهجِه, أحداً, في أيامنا، بغض النظر إن كنت مؤيداً أو معارضاً لبعض سياساته, لكنّ نهجَ القائد, الرئيس الحقيقي للبلاد الذي يتخذ قراراته في الأوقات الحاسمة باستقلالية وحزم تجعلنا نتمنى لو كان حال الرؤساء وقادة الدول والعالم الباقين, خاصة في عالمنا العربي, مثله , غير خاضعين, او مغلوبٍ على أمرهم , تابعين, يشبهون المرتزقة العاملين كموظفين لدى الأدارة الأميريكية كما يعمل الموظفون الصغار في الشركات وهم مدجننون مُستَعبدون يعملون بإمرة السيد وتوجيهاته وأوامره.. (باستثناء بعض قادة دول المحور الأخر بالطبع).
يضع بوتين من خلال قيادته ونهجه ورؤيته حدا للهيمنة الاميريكية، ودون مبالغة, قد نعتبرها مدرسةً في تعليم القيادة, قيادة الدول والشعوب , والوطنية الحقة.
يعزز الرئيس ُالروسي فلاديمير بوتين بنهجه الحالي معادلة تعددية الأقطاب في العالم, من خلال ما اظهره ويظهره في الايام الحالية على وجه الخصوص من شخصية القائد الحقيقيِ الصلب الصارم , قائدِ البلاد ِوالوطن ,في سبيل حماية بلاده, وامنها القومي. وهو ما ظهر جليا في الأيام الأخيرة خاصة خلال خطابه التاريخي الهام والشامل الموجّه للمواطنين الروس ، والذي أبدى فيه شموليةً غيرَ عادية لتوضيح وفهم حقيقة ما يجري من أحداث خطيرة في إقليم الدونباس، دوافع ما تُقدم عليه روسيا، وابلاغهم بالقرارات والخطوات المنوي اتخاذها .
وعلى أهميته وأهمية توضيح الحقائق خاصة في ظل التضليل االأعلامي الجاري والتعتيم على عمليات الإبادة في اقليم الدونباس والمتواصلة منذ ثماني سنوات, والتي تكاد لا تُذكر في الإعلام الغربي واتباعه, نوجز اهم ما جاء في الخطاب:
في خطابه أكد بوتين أن أوكرانبا ليست مجرد بلدٍ جارة إنما هي ” امتدادٌ لتاريخنا وثقافتنا وعالمنا الروحي“،
وفي سرده لتاريخ إوكرانيا يوضح بوتين كيف ان اوكرانيا الحديثة أسستها بالكامل روسيا , روسيا البلشفية الشيوعية.بعد ثورة 1917 بواسطة لينين ورفاقه من خلال فصل الاراضي الروسية وتمزيقها وفق مبدأ تقرير المصير القومي. وهو الأمر الذي انتقده بوتين بخطابه .
فلنبدأ بحقيقة أن أوكرانيا الحديثة قد أنشأتها بالكامل روسيا، وبشكل أكثر دقة، روسيا البلشفية، الشيوعية. بدأت هذه العملية على الفور تقريباً بعد ثورة 1917، بواسطة لينين ورفاقه، بطريقة فظة للغاية تجاه روسيا نفسها: من خلال فصل جزء من الأراضي التاريخية لروسيا وتمزيقها. .
ثم، وعشية الحرب الوطنية العظمى وبعدها، ضمّ ستالين فعلياً بعض الأراضي التي كانت في السابق مملوكة لبولندا ورومانيا والمجر إلى الاتحاد السوفيتي ونقل ملكيتها لجمهورية أوكرانيا السوفيتية. وفي الوقت نفسه، وكنوع من التعويض، منح ستالين بولندا جزءاً من الأراضي الألمانية الأصلية. وفي عام 1954، لسبب ما، أخذ خروشوف شبه جزيرة القرم من روسيا وقدمها كذلك إلى أوكرانيا. في الواقع، كانت تلك هي الطريقة التي تشكّلت بها جمهورية أوكرانيا السوفيتية.
وتطرق بوتين في خطابه لنهج قادة الحزب الشيوعي الذين اعتقدوا كما قال “أنهم نجحوا في تشكيل نظام حكم قوي, وحل القضية الوطنية من خلال سياساتهم.” “لكن التزييف واستبدال المفاهيم والتلاعب بالوعي العام والخداع أمر مكلف , كما أن جرثومة الطموحات القومية التي تُقوض مناعة الدولة ضد عدوى القومية لم تختف وكانت تنتظر وقتها المناسب, وكانت تلك القنبلة الموقوتة السبب في تفتيت الاتحاد السوفييتي.”
هذا واوضح بوتبن أن الأخطاء التاريخية والاستراتيجية لقادة البلاشفة، قادة الحزب الشيوعي، التي ارتكبت في أوقات مختلفة أثناء بناء الدولة والسياسة الاقتصادية والوطنية، هي ما أدى إلى تفكك بلدنا الموحّد. وسيظل انهيار روسيا التاريخية، التي كانت تسمى الاتحاد السوفيتي، ذنباً في أعناقهم.
“على الرغم من كل هذه المظالم والخداعات والسرقة الصريحة لروسيا، فإن شعبنا، الشعب تحديداً، قد اعترف بالحقائق الجيوسياسية الجديدة، التي نشأت إثر انهيار الاتحاد السوفيتي، واعترف بالدول المستقلة الجديدة. لم يكتف الشعب بالاعتراف بذلك فحسب، بل قامت روسيا بنفسها، وعلى الرغم من وجودها آنذاك في وضع صعب، بمساعدة شركائها في رابطة الدول المستقلة، بما في ذلك زملائنا الأوكرانيون، الذين بدأوا منذ لحظة الاستقلال بالمطالبة بالدعم المادي. وقد قدّم بلدنا هذا الدعم مع احترام كرامة وسيادة أوكرانيا.”
وأكد بوتين في خطابه على أن السلطات الأوكرانية شرعت ببناء دولتها على إنكار كل ما يوحدها مع روسيا, وسعت لتشويه الوعي والذاكرة التاريخية لملايين السكان, وهو السبب في صعود القومية المتطرفة والتي سرعان ما اتخذت إرهاب الروس والنازية الجديدة, ومن هنا جاءت مشاركة القوميين الأوكرانيين والنازيين الجدد في العصابات الارهابية في شمال القوقاز والمطالبات الصاخبة بالنزاع على الأراضي ضد روسيا ولعبت القوى الخارجية دورها بذلك أيضا ودعمت ترقية ممثليها للسلطة.
هذا وتحدث بوتين في خطابه أيضا عن الفساد في أوكرانيا وتآكل النظام هناك وجميع انواع السلطة, لتتآكل الدولة الأوكرنية , ليستغل المتطرفون استياء الشعب وبالغوا في احتجاجاتهم كما قال بوتين ليأتو بانقلاب ” ساحة الاستقلال”عام 2014, حيث تلقو مساعدة من دول اجنبية بلغت مليون دولار يوميا ومبالغ ضغمة أخرى لزعماء المعارضة تصل لعشرات الملايين من الدولارات كما قال بوتين.
لقد نظّم الراديكاليون الذين استولوا على السلطة اضطهاداً وإرهاباً حقيقياً ضد من عارضوا الإجراءات غير الدستورية في البلاد. السياسيون والصحفيون والشخصيات العامة تعرضوا للسخرية والإهانة علانية. اجتاحت المدن الأوكرانية موجة من المذابح والعنف، وسلسلة من جرائم القتل البارزة، والتي أفلتت من العقاب. إنه من المستحيل أن يتذكر المرء دون أن يرتجف، تلك المأساة الرهيبة في أوديسا، حينما قُتل المشاركون في احتجاج سلمي بوحشية، وحرقوا أحياء في مجلس النقابات العمالية. لقد أفلت المجرمون الذين ارتكبوا تلك الجريمة من العقاب، ولا يبحث عنهم أحد. لكننا نعرفهم بالاسم، وسنبذل قصارى جهدنا لمعاقبتهم، والعثور عليهم وتقديمهم للعدالة.
بعد هذا الانقلاب وصلت أوكرانيا لهاوية الحرب الأهلية كما أوضح بوتين , بعد 8 سنوات من الأحداث انقسمت البلاد بينما تعاني البلاد من أزمة اجتماعية واقتصادية حادة.
وتساءل يوتين: ” هل الفقر واليأس وفقدان الإمكانات الصناعية والتكنولوجية هي مرادفات للخيار الحضاري الموالي للغرب، الذي كان يخادع ويخدع ملايين الناس لسنوات عديدة، واعداً إياهم بالجنة؟
في الواقع، يعود كل ذلك إلى حقيقة أن انهيار الاقتصاد الأوكراني كان مصحوباً بسرقة صريحة للمواطنين الأوكرانيين، وأن أوكرانيا نفسها كانت ببساطة مدفوعة كي تقع في براثن السيطرة الأجنبية. والتي لم تعد تنفذ أوامر العواصم الغربية فحسب، وإنما تأتي الأوامر مباشرة، كما يقولون، من خلال شبكة كاملة من المستشارين الأجانب والمنظمات غير الحكومية وغيرها من المؤسسات الأخرى المنتشرة في أوكرانيا. والتي لها تأثير مباشر على جميع قرارات الموظفين الأكثر أهمية في الدولة، على كافة الفروع والمستويات الحكومية: من المركزية وحتى البلدية، على المؤسسات والشركات الحكومية المملوكة للدولة، بما في ذلك “نفط غاز” و“أوكرإينيرغو” و“السكك الحديدية الأوكرانية” و“أوكربروشتا” و“أوكر أوبورون بروم” و“إدارة الموانئ البحرية لأوكرانيا“.
ويضيف بوتين هل يعلم الأوكرانيون ان بلادهم تقلصت لمستوى مستعمرة مع نظام دمية؟ لدرجة أن الحكومة التي تطلق على نفسها أسم ” سلطة الوطنيين” فقدت طابعها الوطني وأصبحت تنزلق باستمرار نحو التنازل عن السيادة الكاملة للبلاد.
تطرق بوتين لسياسات الاضطهاد والقمع التي يتعرض لها المعارضون والمتمسكون بهويتهم الروسية , كقوانين اللغة والاجراءات القمعية بحق الكنيسة الارثوذكسية التابعة لبطريركية موسكو..
وتحدث بوتين عن الوضع في شبه جزيرة القرم ومخططات تنظيم خلايا إرهابية هناك وعلى أراضي الدونباس
بشكل منفصل، أتحدّث عن شبه جزيرة القرم. لقد اختار سكان شبه جزيرة القرم، بحريّة، أن يكونوا مع روسيا. ليس لدى سلطات كييف ما يعترض على هذه الإرادة الشعبية الواضحة سوى بالأعمال العدوانية، من تفعيل للخلايا المتطرفة، بما في ذلك المنظمات الإسلامية الأصولية، وتسلل الجماعات التخريبية لارتكاب هجمات إرهابية على البنية التحتية الحيوية، لاختطاف المواطنين الروس. لدينا أدلة مباشرة على أن مثل هذه الأعمال العدوانية تتم بدعم من وكالات استخبارات أجنبية.
يزيد بوتين أنه في العام 2021 اعتمدت أوكرانيا استراتيجية عسكرة جديدة , للمواجهة مع روسيا, لجر الدول الاجنبية للمواجهة مع بلادنا وذلك بمساعدة المجتمع الدولي بشروط مواتية لأوكرانيا” , وأيضا ” بدعم عسكري من المجتمع الدولي في المواجهة الجيوسياسية مع الاتحاد الروسي”.
نعلم أيضاً أنه كانت هناك بالفعل تصريحات تفيد بأن أوكرانيا ستصنع أسلحة نووية خاصة بها، وليس ذلك مجرد تبجّحٍ فارغ. فلا تزال أوكرانيا تمتلك بالفعل تقنيات نووية سوفيتية، ووسائل لإيصال مثل هذه الأسلحة، بما في ذلك الطيران، وكذلك صواريخ “توتشكا-يو” العملياتية والتكتيكية، أيضاً ذات التصميم السوفيتي، والتي يبلغ مداها أكثر من 100 كيلومتر. لكنهم سيفعلون المزيد، إنها مسألة وقت لا أكثر. تلك تراكمات الحقبة السوفيتية.
تقدم المعلومات التي لدينا كل الأسباب للاعتقاد بأن دخول أوكرانيا إلى “الناتو” والنشر اللاحق لمنشآته هو أمر مفروغ منه، هي مسألة وقت. نحن نفهم بوضوح أنه في ظل مثل هذا السيناريو، سيرتفع مستوى التهديدات العسكرية لروسيا بشكل كبير، عدة مرات. وأولي اهتماماً خاصاً لحقيقة أن خطر الضربة المفاجئة ضد بلادنا سيتضاعف بعدة مرات.
“اسمحوا لي كذلك بتوضيح أن وثائق التخطيط الاستراتيجي الأمريكية (الوثائق!)، تحتوي على إمكانية ما يسمى بالضربة الاستباقية ضد أنظمة صواريخ العدو. ومن هو العدو الرئيسي للولايات المتحدة الأمريكية و“الناتو“، كما نعلم، إنها روسيا. إن ذلك ما تعلنه وثائق “الناتو” رسمياً، بأن بلادنا تشكل التهديد الرئيسي لأمن أوروبا والمحيط الأطلسي. وستكون أوكرانيا بمثابة رأس الحربة لمثل هذه الضربة. لو كان أسلافنا قد سمعوا عن ذلك، من المحتمل أنهم ببساطة لم يكونوا ليصدقوه. واليوم أيضاً لا نريد نحن تصديق ذلك، لكنه حقيقي. أريد أن يفهمه الجميع في روسيا وأوكرانيا.
إن عدداً من المطارات الأوكرانية تقع بالقرب من حدودنا. وستتمكن طائرات “الناتو” التكتيكية المتمركزة هناك، بما في ذلك ناقلات الأسلحة عالية الدقة، من ضرب أراضينا حتى عمق خط فولغوغراد-كازان-سامارا-أستراخان. ونشر أصول استطلاع الرادار على أراضي أوكرانيا سيسمح لحلف “الناتو” بالسيطرة الشديدة على المجال الجوي لروسيا حتى جبال الأورال.”
إن الوضع في العالم وفي أوروبا، وخاصة بالنسبة لنا في روسيا، سوف يتغيّر بالطريقة الأكثر جذرية، مع ظهور أسلحة الدمار الشامل في أوكرانيا. لا يمكننا أن نفشل في الرد على هذا الخطر الحقيقي، خاصة، وأكرر، أن الرعاة الغربيين يمكن أن يساهموا في ظهور مثل هذه الأسلحة في أوكرانيا من أجل خلق تهديد آخر لبلادنا. إننا نرى مدى استمرار الضخ العسكري لنظام كييف.
اسمحوا لي أن أذكركم في هذا المقام أن جنود ألكسندر سوفوروف في القرن الثامن عشر قاتلوا من أجل هذه المدينة. وبفضل شجاعتهم، أصبحت تلك الأراضي جزءاً من روسيا. ثم، في القرن الثامن عشر أيضاً، أطلق على أراضي منطقة البحر الأسود، التي ضمتها روسيا نتيجة للحروب مع الإمبراطورية العثمانية، اسم نوفوروسيا (روسيا الجديدة ). الآن يحاولون نسيان معالم هذا التاريخ، وكذلك أسماء الشخصيات العسكرية للدولة في الإمبراطورية الروسية، والذين بدون إنجازاتهم لما كان لأوكرانيا الحديثة الحق في أي من المدن الكبيرة، وحتى في منفذ البحر الأسود نفسه.
في الآونة الأخيرة، قاموا بهدم نصب تذكاري لألكسندر سوفوروف في بولتافا. ماذا عسانا أن نقول؟ هل تتخلون عن ماضيكم؟ عما يسمّى بالتراث الاستعماري للإمبراطورية الروسية؟ حسناً، فلتكونوا إذن متسقين مع أنفسكم.
ولفت بوتين إلى أن المادة 17 من دستور أوكرانيا لا تسمح بنشر قواعد عسكرية أجنبية على أراضيها, لكن اتضح أن هذا البند يمكن التحايل عليه بسهولة.وأوضح أن الناتو نشر القواعد العسكرية تحت مسميات بعثات تعليمية وتدريبية في أوكرانيا.
لطالما أعلنت كييف مساراً استراتيجياً نحو الانضمام إلى حلف “الناتو“. نعم، بالطبع، لكل دولة الحق في اختيار نظامها الأمني، وإبرام التحالفات العسكرية.
يمكنني بهذا الصدد الإشارة إلى ميثاق منظمة الأمن والتعاون في أوروبا لعام 1999 بشأن الأمن الأوروبي، والذي اعتمد في إسطنبول، وإعلان أستانا لعام 2010، الصادر كذلك عن منظمة الأمن والتعاون في أوروبا.
بعبارات أخرى، لا ينبغي أن يشكل اختيار طرق ضمان الأمن تهديداً للدول الأخرى، وانضمام أوكرانيا إلى “الناتو” يمثّل تهديداً مباشراً لأمن روسيا.
واوضح بوتين أن روسيا أوفت بجميع التزاماتها بما في ذلك انسحاب القوات من المانيا ومن دول وسط وشرق أوروبا وبالتالي قدمت مساهمةً كبيرة في التغلب على إرث الحرب الباردة. وقال ” اقترحنا باستمرار خيارات لمختلف أوجه التعاون , بما في ذلك على شكل مجلس روسيا و “الناتو” ومنظمة الأمن والتعاون في أوروبا. أما ردهم فكان في خطواتهم العملية تجاه بلادنا يقول بوتين, وهي الدعم المفتوح للإرهابيين في شمال القوقاز ,وتجاهل مطالبنا ومخاوفنا الأمنية بشأن توسع الناتو والانسحاب من معاهدة الصواريخ المضادة للصواريخ الباليستية, وما إلى ذلك, ويتساءل المرء هنا لماذا كل هذا؟ ومن أجل ماذا؟ حسنا لا تريدون رؤيتنا كصديق وحليف, لكن لماذا تصنعون منا أعداء؟
هناك إجابة واحدة فقط: الأمر لا يتعلق بنظامنا السياسي، ولا بأي شيء آخر، هم ببساطة لا يحتاجون إلى دولة مستقلة كبيرة مثل روسيا. هذه هي إجابة كل الأسئلة. هذا هو مصدر السياسة الأمريكية التقليدية تجاه روسيا. ومن هنا جاء الموقف من كل مقترحاتنا بشأن الضمانات الأمنية.
اليوم، تكفي نظرة واحدة على الخريطة، كي نعرف كيف “أوفت” الدول الغربية بوعدها بعدم تمدد “الناتو” شرقاً. خدعونا بكل بساطة. تلقينا خمس موجات من توسع “الناتو” شرقاً، الواحدة تلو الأخرى. في العام 1999، تم قبول بولندا وجمهورية التشيك والمجر في التحالف، في العام 2004، بلغاريا وإستونيا ولاتفيا وليتوانيا ورومانيا وسلوفاكيا وسلوفينيا، في العام 2017 الجبل الأسود وفي العام 2020 مقدونيا الشمالية.
نتيجة لذلك، جاء الحلف ببنيته التحتية العسكرية مباشرة إلى حدود روسيا. أصبح هذا أحد الأسباب الرئيسية للأزمة الأمنية الأوروبية، وكان له التأثير الأكثر سلبية على نظام العلاقات الدولية بأكمله، وأدى إلى فقدان الثقة المتبادلة.
مؤكدين أننا مستعدون للسير على طريق المفاوضات، ولكن بشرط أن يتم النظر في جميع القضايا كحزمة واحدة، دون فصلها عن المقترحات الروسية الأساسية. والتي تتضمن ثلاث نقاط رئيسية: الأولى هي وقف تمدد “الناتو” ناحية الشرق. والثانية هي رفض الحلف نشر أنظمة أسلحة ضاربة على الحدود الروسية، والثالثة والأخيرة عودة الإمكانات العسكرية لـ “الناتو” والبنية التحتية في أوروبا إلى وضع عام 1997، عندما تم التوقيع على الوثيقة التأسيسية بين روسيا و“الناتو“.
لقد تم تجاهل مقترحاتنا الأساسية هذه على وجه التحديد. أكرر أن الشركاء الغربيين عبّروا مرة أخرى عن الصيغ التي تعودوا عليها بأن لكل دولة الحق في اختيار السبل التي تضمن أمنها بحرية، والدخول في أي تحالفات أو تكتلات عسكرية. أي أن شيئاً لم يتغير في موقفهم، هي نفس الإشارات إلى سياسة “الباب المفتوح” سيئة السمعة لحلف “الناتو“. علاوة على ذلك، يحاولون مرة أخرى ابتزازنا، ويهددونا مرة أخرى بالعقوبات، والتي بالمناسبة، سوف يفرضونها على أي حال من الأحوال، كلما تعززت سيادة روسيا، وازدادت قدرة قواتنا المسلحة. وسوف يتمكنون دائماً من العثور على ذريعة ملفقة لعقوبات جديدة، بغض النظر عن الوضع في أوكرانيا. سوف يفعلون ذلك، كما فعلوه من قبل، حتى من دون أي ذريعة رسمية على الإطلاق، لمجرد أننا موجودون، وأننا لن نتنازل عن سيادتنا ومصالحنا الوطنية وقيمنا.
وفي ختام خطابه التاريخي الذي وجهه للشعب الروسي قال بوتين: “
أود أن أقولها بصراحة وبوضوح، إنه في الوضع الحالي، وبينما تظل مقترحاتنا لإجراء حوار الند للند حول القضايا الأساسية دون إجابة من قبل الولايات المتحدة الأمريكية وحلف “الناتو“، ويزداد مستوى التهديدات لبلادنا بشكل كبير، فإن لدى روسيا كل الحق في اتخاذ إجراءات مقابلة لضمان أمنها. وهذا بالضبط ما سوف نفعله.
أما بالنسبة للوضع في إقليم الدونباس، فنحن نرى أن النخبة الحاكمة في كييف تعرب باستمرار وبشكل علني عن عدم رغبتها في تنفيذ حزمة إجراءات اتفاقيات مينسك لحل النزاع، وعدم اهتمامها بالحل السلمي. وعلى العكس من ذلك، تحاول تنظيم حرب خاطفة في الدونباس مرة أخرى، كما حدث بالفعل في عامي 2014 و2015. ونحن جميعاً نتذكر كيف انتهت هذه المغامرات حينها.
الآن، لا يمر يوم واحد عملياً، دون قصف للمناطق السكنية في الدونباس. وتستخدم التشكيلات العسكرية الكبيرة باستمرار طائرات هجومية من دون طيار، ومعدات ثقيلة، وصواريخ مدفعية، وقاذفات صواريخ متعددة. ولا يتوقف مقتل المدنيين والحصار والاعتداء على السكان من الأطفال والنساء والشيوخ. وكما يقال، لا يلوح في الأفق نهاية لهذا الأمر.
وما يسمى بالعالم المتحضر، الذي نصّب زملاؤنا الغربيون أنفسهم الممثلين الوحيدين له، يفضّلون عدم ملاحظة ذلك، وكأن كل هذا الرعب، والإبادة الجماعية، التي يتعرض لها ما يقرب من 4 ملايين مواطن، غير موجودة، لمجرد أن هؤلاء لم يوافقوا على دعم الانقلاب الغربي بأوكرانيا في العام 2014، وعارضوا توجه الدولة نحو عصور الظلام والقومية المتطرفة العدوانية والنازية الجديدة، بينما يقاتلون من أجل حقوقهم الأساسية في العيش على أرضهم، والتحدث بلغتهم الخاصة، والحفاظ على ثقافتهم وتقاليدهم.
إلى متى يمكن أن تستمر هذه المأساة؟ إلى متى يمكن تحمل ذلك؟ لقد بذلت روسيا قصارى جهدها للحفاظ على وحدة أراضي أوكرانيا، وطوال هذه السنوات ناضلت بإصرار وصبر من أجل تنفيذ قرار مجلس الأمن التابع لهيئة الأمم المتحدة رقم 2202، الصادر في 17 فبراير لعام 2015، والذي عزز حزمة تدابير مينسك المؤرخة في 12 فبراير من العام 2015 لحل الوضع في الدونباس.
كل شيء يذهب هباءً. يتغير الرؤساء ونواب البرلمان، لكن جوهرُ الطابع القومي العدواني للنظام الذي اختطَف السلطة في كييف يظل نفسه، ولا يتغير. إنه نتاج كامل متكامل لانقلاب العام 2014، وأولئك الذين شرعوا في طريق العنف وإراقة الدماء والخروج على القانون لم ولن يعترفوا بأي حل آخر لقضية الدونباس، باستثناء الحل العسكري.
بهذا الصدد، أرى أنه من الضروري اتخاذُ قرارِ طال انتظاره للاعتراف الفوري باستقلال وسيادة جمهورية دونيتسك وجمهورية لوغانسك الشعبيتين.
وأطلب من الجمعية الفدرالية الروسية دعم هذا القرار، ثم المصادقة على معاهدة الصداقة والدعم المتبادل مع الجمهوريتين. سيتم إعداد هاتين الوثيقتين والتوقيع عليهما في المستقبل القريب جداً.
ومن أولئك الذين استولوا على السلطة في كييف، نطالب بالوقف الفوري للأعمال العدائية. وإلا فالمسؤولية الكاملة عن استمرار إراقة الدماء ستقع بالكامل على ضمير النظام الحاكم في الأراضي الأوكرانية.
بإعلاني عن القرارات المتخذة اليوم، أنا على يقين من دعم مواطني روسيا، وجميع القوى الوطنية في البلاد.
