العلاقة الروسية الفلسطينية عبر التاريخ لطالما عكست طابع العلاقة الاستراتيجية المتمثلة بالدعم والتقاء المصالح, منذ زمن القياصرة مرورا بالاتحاد السوفييتي وحتى يومنا هذا في ظل روسيا الاتحادية ورئاسة فلاديمير بوتين.
هذه العلاقات ليست وليدة العهد المنصرم ولا هي ابنة سنوات او عقود بل انها تعود لقرون من الزمن تجذرت خلالها وتعمقت العلاقات..فالشعب الروسي متعدد الجنسيات ربطته بفلسطين روابط روحية ثقافية علمية. كما ابدى الفلسطينيون اهتمامات بالثقافة والفن والتاريخ الروسي… فبدأت في القرن العاشر ميلادي مع وصول اول شخصية روحية لاراضي فلسطين عام 933. واليوم ومستقبلا كما هو معلوم تحمل هذه العلاقات افاقا للتواصل والتعاون والتطور.
الحديث المتناول هنا يخص طرفين غير متوازيين , روسيا الدولة العظمى التي تحاول فرض تقاسمها السيطرةَ وضمان مصالحها بشتى الطرق في كافة أصقاع الأرض. بينما في المقلب الأخر دولة لا زالت ” في طور التأسيس” في واقع الأمر لا تتوقف مساعيها الدولية الحثيثة في محاولة لتعزيز الدعم الدولي لها لتثبيت كيانها وحماية حقها في الوجود,وقد انتزعت حقها من الشرعية الدولية بحق أقامتها على أرا ض 67 باعتراف 137 دولة حتى الان وعلى رأسها روسيا بالطبع.
قيل ثورة 1917 كان موقف الشعب الروسي متعدد الجنسيات من فلسطين يتحدد وفقا للمراجع الدينية والتاريخية والثقافية.
عام 48 كان من المفترض ان تقوم دولة فلسطين زمن الانتداب البريطاني وفقا لقرار هيئة الامم القاضي بأقامة دولتين عربية ويهودية, وهو الأمر الذي أيدته ودعمته روسيا أنذاك. وكان موقف روسيا ولا زال ثابتا وداعما في تسوية النزاع في الشرق الأوسط بناء على أحقاق الحق المشروع للشعب الفلسطيني لأقانة دولته المستقلة .
سنبحث في هذا التقرير وتقارير لاحقة هنا , المراحل والاتجاهات الرئيسية لتطور العلاقات الروسية الفلسطينية في الماضي والحاضر.
يمتد تاريخ العلاقات الروسية الفلسطينية إلى أمد بعيد وتعززه العادات والتقاليد المشتركة. اولا يتحد الشعبان الروسي والفلسطيني ويتقاربان بفضل موقع فلسطين الجغرافي التي ترتبط اراضيها ارتباطا وثيقا بالتاريخ الديني والاراضي المقدسة والقدس..وهي معقل الديانات السماوية الثلاث المسيحية الاسلامية واليهودية.
تميزت العلاقات بين الشعبين عبر التاريخ بالصعود احيانا والتراجع في احيان اخرى.. الحروب العالمية والحكم الاستعماري البريطاني والصراعات العربية الإسرائيلية – كل هذا أعاق بلا شك التطور والتقدم الإيجابي للعلاقات الروسية الفلسطينية.
مع ذلك ، وعلى الرغم من كل الاضطرابات في روسيا ، كان هناك دائمًا اهتمام روسي كبير بفلسطين فوصل اليها المسافرون الروحيون بشكل متواصل . قدم المعلمون والعلماء والحجاج مساهمة كبيرة في دراسة التاريخ والإثنوغرافيا والآثار والدين واللغات والثقافة في فلسطين ودول أخرى في شرق البحر الأبيض المتوسط.
بدأ تعارف الروس على المنطقة قبل وقت طويل من التاريخ الرسمي للمعمودية الروسية المسيحية سنة 988.
عرف السلاف الطريق من “الشراب إلى الإغريق” ومن هناك إلى االشرق الأوسط في القرنين السادس والسابع.. путъ из “варят в греки”
ن.م. كرامزين يذكر في كتابه “تاريخ الدولة الروسية” ان السلاف اخترقو اراضي سوريا وفلسطين منتصف ” قرن الفيل” ( عام الفيل 571 م).
في بداية القرن الحادي عشر تحدثت تقارير عديدة عن الحجاج الروس الارثوذكس الذين وصلو فلسطين واول هؤلاء كان ثيودوسيوس وهو من “كهوف كورسك” الذي اتم عام 1022 كتابه ” في نهر الاردن نسكوباتيسيا قبر الرب للعبادة”во Иордане реки нскупатися, Гробу желание Господнему поклонитися». منذ ذلك الحين أصبحت الزيارات الروسية إلى الأماكن المقدسة في فلسطين منتظمة..
ساهمت رحلات الحجاج الروس الى فلسطين باثراء علم التاربخ بروايات تعززت اهميتها لدى العلماء والمؤرخين في العصور الوسطى والتاريخ الحديث. من بين الاعمال الادبية الروسية البارزة والمهمة بداية القرن الحادي عشر كانت ” العيش والمشي خلال يومين للراهب دانييل”Житие и хождения только пгумена Даниила
لم يزود هذا العمل فقط المعلومات الهامة حول الاماكن والاثار الدينية المقدسة في فلسطين بل زودنا ايضا بالمعلومات الجغرافية التاريخية والاثنوقراطية الغنية والمثيرة للاهتمام..

في رسالته إلى الإمبراطور الكسندر الثاني

مراكز تمثيل ديني وديبلوماسي وثقافي افتُتحت في فلسطين
لقد كان لانتصار الجيش الروسي والبحرية الروسية في الحرب الروسية التركية عام 1828 – 1829 الفضل الكبير في زيادة الاهتمام الروسي بفلسطين. وعلى اثر التنازلات التي اجبرت الامبراطورية العثمانية على تقديمها تم فتح العديد من مراكز التمثيل الديني والدبلوماسي والثقافي والتعليمي لروسيا في فلسطين. في عام 1820 أوعز القيصر الكسندر الأول لمستشار السفارة الامبراطورية الروسية في القسطنطينية د. داشكوف لدراسة امكانية فتح قنصلية روسية في القدس كما بناء كنيسة القديسة هيلانة في جبل الزيتون..في 23 من فبراير عام 1820 اقيم حفل رسمي لتدشين ”.”السيدة الروحية الروسية في القدس”.حضر الحفل ممثلون عن الديبلوماسية الاجنبية وذلك بمباركة البطريرك كيريل ..تولت البعثة الروسية متابعة شؤون فقراء فلسطيت واكثرهم احتياجا للدعم والرعاية. كما تم تعيين راعٍ لجميع المؤسسات التعليمية الارثوذكسية في الاراضي المقدسة
ترسّخ مفهوم ” فلسطين الروسية” في الحياة اليومية
تم تاسيس مدرسة دينية واخرى نسائية ارثوذكسية في القدس ومدارس للرعية في يافا واللد والرملة .وافتتحت دار للطباعة في دير شيكولسكي وهو مكان خاص لتعزيز المعرفة بالشؤون الروحية والروسية في الاراضي المقدسة و كان يتبع لرئيس البعثة الروسية انطونين ( ايدري ايفانوفيتش كابوستين) الذي تولى رئاسة البعثة عام 1865. مهمته رعاية الحجاج الارثوذكس والروس.توسع العمل التمثيلي لروسيا وتم جمع ترميم وترتيب الاماكن المجاورة للمواقع المقدسة . ترسخ مفهوم ” فلسطين الروسية” ( المواقع الدينية الروسية في فلسطين) في الحياة اليومية ..
على الرغم من الاضطرابات التي مرت بها روسيا والكنيسة الارثوذكسية في القرن العشرين لازالت الاراضي والمواقع الدينية الروسية في فلسطين واسرائيل تحافظ على جمالها وعظمتها وجاذبيتها المذهلة.وكان الارشمندريت انطونين قد اشترى 18 قطعة ارض بفلسطين لا يزال جزء كبير منها ينتمي لروسيا وللكنيسة الروسية.
بعد التوقيع على الاتفاقيات بين اسرائيل والسلطة الفلسطينية على خضوع اريحا والخليل لسيطرة السلطة الكاملة وبقرار من عرفات عام 1997 تم تحويل المواقع الروسية للسيطرة القضائية التابعة للكنيسة الارثوذكسية الروسية .
ويُنقل عن ڤاسيلي خيتروڤو، مؤسس جمعية فلسطين الأرثوذكسية الامبراطورية، قوله بهذا الصدد:
“وقد نسال ما هي مصالح روسيا في فلسطين عدا عن الحفاظ والدفاع عن حجاجها؟ ويجيب بقوله: فيما يتعلق بالمسائل الدينية فإن صدور المئات من المنشورات الدينية والأدبيات حول فلسطين في العالم الغربي يؤكد ويثبت أن هذا البلد يشكل مركزاً كبيراً للعالم المتحضر. وما يخص المسائل السياسية فهنا يجب الإشارة إلى أن الروس هم الورثة الطبيعيون لليونانيين في كل مكان يتواجد فيه الارثوذكس. فمن جورجيا وأرمينيا نصل إلى فلسطين ونلامس آسيا الصغرى. فالصراع على آسيا لن يحسم في جبال الهملايا، بل في سهول الفرات وفي كهوف الجبال اللبنانية التي كانت على مر الزمن نهاية الصراع العالمي في تقرير مصير آسيا.”
إذاً فتأسيس الجمعية الامبراطورية الارثوذكسية الفلسطينية، على أنها تعني بالأمور الثقافية، كان ينوى لها أن تكون ذراعاً سياسية أيضاً .
الجمعية الأمبراطورية الأرثوذكسية تؤسس أكثر من مئة مدرسة للعرب الفلسطينيين
صل الى فلسطين سنويًا حينها ما يقارب إلى 12 ألف حاج من روسيا. كان لدى الجمعية مستشفى مع عيادة خارجية في القدس وخمس مستشفيات في دمشق وحمص والناصرة وبيت لحم وبيت جالا فتحت صناديق ISPO أكثر من مائة مدرسة للعرب الفلسطينيين ومدرسة دينية للنساء والرجال لتدريب معلمي المدارس. في مطلع القرنين التاسع عشر والعشرين. كان العمل التعليمي لـ IOPS منتشرًا في كل مكان في فلسطين والبلدان المجاورة.
في مذكراته V.A. كتب Krachkovskaya أنه “كان من الممكن السفر في جميع أنحاء فلسطين في أوائل القرن العشرين ، ومعرفة لغة روسية واحدة” ..
تأثير الادب والثقافة الروسية لم ينضب منذ’ذلك الحين، الكثير من الادباء والكتاب المشهورين درسو في المدارس الروسية في فلسطين كما درّس العديد من خريجي هذه المدارس اللغة العربية في معاهد وجامعات روسية عريقة
من مذكرات أ. كيزما في 29 أبريل 1905 إلى مجلس الجمعية الإمبراطورية الأرثوذكسية حول ذكريات
رحلاته في الجليل ومرافقته للدوق الأكبر سيرجيوس الكسندروفيتش مع الدوقة الكبرى اليزابيت فيودوروفنا.

كان للحرب العالمية الأولى وتأسيس الحكم الاستعماري البريطاني في فلسطين عام 1918 تأثير سلبي للغاية على العلاقات الروسية الفلسطينية. وعلى انشطة الجمعية الارثوذكسية ..
كما كان للموقف السلبي للسلطات السوفيتية تجاه الكنيسة والأديان تأثير ضار على الاتصالات بين روسيا وفلسطين..بسبب الإيديولوجية الإلحادية للاتحاد السوفيتي، لم تكن هناك حاجة إلى فلسطين الروسية كمركز للحج الروسي، لهذا في أوائل العشرينات من القرن الماضي، قامت السلطات السوفيتية بتأجير الأراضي والمباني إلى المملكة المتحدة البريطانية.
عادت “فلسطين الروسية” من جديد إلى ملكية الاتحاد السوفياتي مباشرة بعد نهاية الحرب العالمية الثانية: ستالين رأى في هذه الأراضي إمكانية للتأثير على سياسة المنطقة والشرق الأوسط.
في عام 1964، خلال فترة حكم خروشوف ، تم تنفيذ ما يسمى بـ” صفقة البرتقال” يتم من خلالها بيع معظم العقارات الروسية في فلسطين لإسرائيل مقابل 4.5 مليون دولار.
لم يتم بيع كل الممتلكات فقد بقي مبنى البعثة الدينية الروسية وكاتدرائية ترويتسكي ومجمع سيرغييفسكي في حوزة الدولة الروسية.
مع انهيار الاتحاد السوفيتي، أنشأ الاتحاد الروسي الجمعية الإمبراطورية الأرثوذكسية الفلسطينية، التي تقوم بتطوير وتوسيع نطاق فلسطين الروسية.
في عام 2008، قامت الحكومة الفلسطينية، بمشاركة شخصية من الرئيس محمود عباس، بنقل الامبراطورية الأرثوذكسية لفلسطين الروسية إلى بيت لحم وتم بناء المركز الروسي للثقافة والعلوم عليه.
وفي 1 سبتمبر/أيلول 2014 فتحت مدرسة روسية أبوابها هناك. بالإضافة إلى الأرض في بيت لحم، قررت القيادة الفلسطينية أن تنقل إلى روسيا قطعة أرض في مدينة أريحا. وفي منطقة جبل الزيتون تعتزم الامبراطورية الأرثوذكسية لفلسطين الروسية بناء مركز ثقافي روسي.
في العام نفسه، سلمت الحكومة الإسرائيلية إلى الاتحاد الروسي المبنى التاريخي لمجمع سيرغيوس في المركز التاريخي للقدس. ولا تزال المفاوضات جارية حول شراء أو استئجار أو بيع مواقع أخرى، وكذلك ترميم المباني. على سبيل المثال، في اجتماع عقد في سبتمبر/أيلول 2019 ناقش بوتين ونتنياهو على هامش زيارة نتنياهو إلى روسيا “قضايا الملكية الروسية.

بعد استعادة العلاقات الدبلوماسية مع إسرائيل في عام 1991 ، أصبحت روسيا عضوًا نشطًا في عملية التسوية في الشرق الأوسط ، والتي تستند للشرعية الدولية إلى قراري مجلس الأمن التابع للأمم المتحدة 242 و 338 ..مبدأ مدريد في الارض مقابل السلام “. و خارطة الطريق .
